all of the sudden I can't get my toolbar options to become
available to me. I opened my IE browser and the address

You might try the following and see if they will help:

Restore Toolbars in Internet Explorer and/or Windows® Explorer
http://www.dougknox.com/xp/tips/toolbar_restore.htm

or..........

Toolbar Missing:

To restore your Toolbar, right click the mouse button on any open area of
the Toolbar. You should see a list of tool bars, click on Standard Buttons
and see if this restores your toolbar.

or........

Press F11

or...........

Toolbar missing:

Put the cursor where the toolbar should be. {Next to Tools Message
Help, etc}. Right click and then click on the word Toolbar.

or...............

Reset IE Toolbars

Hope this helps

Here is another suggestion you might try:

Restore Default Toolbars

Type this command in the RUN box, and press Enter:

Rundll32 Iedkcs32.dll,BrandCleanInstallStubs

The Windows Update menu text and it's corresponding URL is reset to factory
defaults.
