To use or - not to use drop-down or expanding menus

Although I've yet to learn how to do these menus (but am looking forward to
more learning), are they in the same category as the hover buttons that I
see "damned" on a regular basis, in this forum.

I'd like to consider using those menus that expand out or drop down.
Microsoft uses them, so I'm thinking they might be in the "safe zone".
There are those of you who explain that many who don't have Java Machine (or
whatevere it is - can't remember just now, exactly what it's called) will
experience problems. Are these expanding menus (or whatever they are
called), in the same category as the hover buttons.

Can someone enlighten me? Also, where can I learn to either create these or
is there existing script available for these tasks (haven't used any yet).

These menus use JavaScript and Absolute Positioning. JavaScript is
available in most browsers, and (with care) Absolute Positioning does not
cause problems.
