Time Sync Odd message

Hello,

I have my PDC emulator configured to synchronize time from the two public
SNTP servers: tick.usno.navy.mil and tock.usno.navy.mil.

On occasion, I see the following error in my System Event Log:

Source: w32Time
Event ID: 31
Description: An attempt to set the date prior to 1995 aborted.


Anyway know why this is happening?
