time change

Recently, in the state that I live in, we had a time
change. The time showing on the bottom tool bar of my
computer reads and hour behind the actual time. We have
tried to change it several times, but it only stays for a
moment, then it changes back automatically. How can we
fix this?

double click on taskbar time
date and time properties opens
click internet time tab
turn on automatically synchronize with internet time
change server: time.window.com
click on update now button
click time zone tab
turn on daylight saving changes
