Thumbnails for pictures in Windows folder icons missing

I´ve searched a lot within Google, but did not find a solution for
this problem:

After installing a fresh copy of Windows XP I see four thumbnails of
the pictures (.JPG) within the icon of a folder containing the pics
(using Windows XP explorer).

Since a few months I am not able to show these picture thumbnails
within folder icons. There is only the standard folder icon, without
any thumbnails included. If I open the folder, the thumbnails can be
seen for every file.

Unfortunately I do not know the exact time when this behaviour appears
first, so I could check the latest configurations/installations/
deinstallations.

Is there some registry patch or anything else, which reenables this
thumbnail view for folders?

Properties,
Customize tab,
Thumbnail-Restore default

This was the very first thing I tried. But nothing happens; the folder
icons still appears instead of the four thumbnails.
