This message has not been sent. Outlook blocked access to the following
potentilly unsafe attachment.
Question: How can I send the message. I know the attachment is safe however
I am unable to email it.

Try this:

If you use REGEDIT go to
HKEY_CURRENT_USER\Software\Microsoft\Office\10.0\Outlook\Security. The
Level1Remove key will have files that are allowed to be sent (or received I
guess). The 10.0 could be 11.0 also depending on the version you are using.

Outlook never prevents you from sending a message with a potentially dangerous attachment. It just warns you, since the recipient may not be able to access it. You don't need to make any changes on your machine in order to send the message.

If this is an unsent message, open it, then click Send, then click Yes on the "Do you want to send anyway?" warning prompt.
