This device cannot start. (Code 10)

Device: Memorex 8 GB HDD USB 2.0 MEGA Travel Drive (32601080)
I've gone through the standard help and support hardware troubleshooter--ubplugging and reconnecting the device, uninstalling and reinstalling the device, and allowing the found new hardware wizard to search windows update for drivers.
The only drivers on the Memorex site are for win9x.
While googling this matter, I ran across several similar problems, and they all seemed to point to the fact winxp1sp2 and USB2.0 problems.
In some cases, the solutions were to uninstall and reinstall the USB device itself, but I don't know what infs I'd need to get it back.

I'm running windows xp sp2 on a sony vaio notebook with a 4-port pcmcia usb2.0 hub.
The only other device connect to the hub at this time is an external western digital 120 gb hd.

Try the Memorex directly connected to the computer. If that helped, you
know the hub can't handle having those two particular devices on it. Is
it a powered hub? If not, try a powered hub. If plugging the Memorex
directly into your laptop and into a powered hub still causes the
problem, try the Memorex on someone else's computer. If it doesn't work
there, the Memorex is broken. If it does work there, then the Memorex
is fine and the problem is on your laptop. Post back with results of
the above troubleshooting in that case.

No luck with any of your suggestions.
The drive just arrived yesterday; I'm beginning to think it's defective.
In all cases, however, I could hear the drive power on and begin to spin.
Any last-ditch ideas before I reship?

You tried on someone else's computer? Preferrably a desktop so no hub is
involved? If the drive doesn't work in that situation, I'd say "it's
dead, Jim". ;-)

Yes - an hp with built-in usb 2.0 ports.
The same thing happened as with the laptop.
