There was a problem sending the command to the program.

I keep getting this rather odd message every time I
attempt to open the control panel. I get it when logged
in as administrator as well. A little dialogue box opens
up saying, "There was a problem sending the command to
the program." It generally appears twice after attempting
to access anything under the control panel except the
system information. I can right click on My Computer and
access the system properties with no problem but I cannot
access the network settings at all. This has become quite
frustrating and I cannot seem to find any information
about a problem like this anywhere in the Knowledge Base
or the newsgroup threads. Help!
