The server could not complete your request

I have Frontpage 98
I keep getting this message when I try to open a web -The server could not
complete your request - contact your ISP yada yada - the details are :Error
The system cannot find the file specified.
I know this is an old version but I just put it on for my server. So I
cannot contact my ISP because I am the ISP! ;).
If I cannot open the web then I cannot assign permissions. (Or I don't know
how any other way - NT4 IIS4)
Please someone help, I've installed, uninstalled, reinstalled - I've checked
the extentions.
Where is this file it's looking for and how can I put it where it's looking?

I may be looking do the wrong path here but, do you have a firewall that you
need to set to all a server to run from your system?

What version of the extensions are installed on the server? You suggest the you update to at least
the FP2000 extensions and all NT4 service packs.

FP98 client/extensions can not control permissions on the server. You would need at least FP2000 or
higher client, along with the FP2000 or FP2002 extensions.

Really time to upgrade the server to at least Windows 2000.

No, the firewall is open on port 80. I can get to my websites on my server -
I can also upload to the server. I just need to have frontpage on the server
because I cannot set permissions any other way. (that I know of)
I installed frontpage 98 yesterday - had this problem, then this morning I
installed frontpage 2000 and it had the tools>security greyed out. (I did
find something on that about not having the website on a NTFS partition, but
that's not the problem cause I do) So I downgraded back - even reformatted my
drive because the first time I opened frontpage 98 yesterday it worked. Then
I couldn't go back in.
