The Preview view does not work

I asked this same question about six months ago and got the answer that
solved my problem. I have the same problem again but I forgot the previous
steps to solve it. The problem is this: When I am offline the Preview view on
my FrontPage 2003 program does not function. I get this message when I try to
preview the local copy of my website - "This Page Cannot Be Displayed."

When I'm online, the Preview function works OK even though the font size
looks huge. I have an experimental website in which the Preview function
works correctly both on and offline. In this experimental site I am trying
out some CSS styles. Could this possibly have some effect on my other site -
the local copy of my online site?

I have another question - a little theoretical. If one gets some proficiency
with CSS, would it be wise to build another site from scratch instead of
putting the CSS in bits and pieces in the old HTML site?
