The packet is rejected.?

I have two internal LAN DNS servers running in AD Integrated mode, a month ago i began recieving these warrning errors in my event logs:
"The DNS server encountered an invalid domain name in a packet from 192.36.148.17. The packet is rejected."

I get a dozen or so each time it happens which is about every half hour and the IP's in each event log entry refer to the root internet domain servers. The event ID is 5504.

Possible a machine with an invalid name trying to register in DNS or you have a poor connection to the internet, you can try adding a forwader to your ISP's DNS to see if that helps.
