The Outbox is empty but it says it's sending messages

I don't have any messages in my Outbox but I see the notification that
Outlook is "sending 1 of 16 messages". Why does it does it do this and how
can I fix it?

You don't say what version of Outlook you use or what type of email account
you have, but I am going to assume these are stuck read receipts since this
is a common symptom. Solution is here:
