Hi Saleh,
Right click Start Button and select Properties from the list.
On the Taskbar and Start Menu Properties make sure these boxes is checked:
[ √ ] Lock the taskbar
[ √ ] Keep the taskbar on top of other windows

Also make sure these boxes unchecked:
[ ] Auto-hide the taskbar
[ ] Group similar taskbar buttons
[ ] Show Quick Launch <= Optional

Click [Apply..] then click [OK] and Hit F5 to refresh.
