The Kerberos subsystem encountered a PAC verification failure

I am receing the following error Event ID 7 "The kerberos subsystem
encountered a PAC verification failure. I found article 88326 regarding
this issue and ran the steps that they recommend. All services are fine
with the exception of KDCSVC. When I enter the command Sc query KDCSVC I
reveive the following message:

OpenService Failed 1060:
The specified service does not exsist as an installed service

I could not find any information regarding this issue. What problems does
this prevent and how do I go about resolving it?

This problem may occur if one or more services that run
in the Lsass.exe process or in the Services.exe process are
no longer configured to run as shared service processes.
By default, services that run in these processes are configured
to run as shared service processes.

Yes; however, when I ran the command "sc query KDCSVC" I received the error
stating that this service does not exist as an installed service. I believe
that this service should be running as a shared service, Am I correct?

If so what are the steps that I need to take to correct this issue?
