The infrared file transfer service encountered an error while getting starting. The error reported

I continue to get this error in the event log
"The infrared file transfer service encountered an error while getting
starting. The error reported was 0."

When I try to go into Wireless Link to look at the settings it does
not launch.

Source is irevents
Category is irXfer
The event ID is 8197

Any ideas what I should do?
