The default reminder for future appointments is wrong

Outlook 2003: I have a user who creates appointments in the future by going
to the date in the calendar and creates an appointment. The default Reminder
is 18 months when it is set in Options as 15 minutes.

Is the user creating all day events? All day events default to an 18 hour
reminder (not 18 months, though).

Yes, but how do we change the default of the All Day Event?
