The application failed to initialize properly (0xc0000142).

When I launch IE6 SP2, I get the dialog box "The application failed to
initialize properly (0xc0000142). Click on OK to terminate the
application." I reinstalled WinXP SP2 and get the same message. I
applied the information in KB824422 --
http://support.microsoft.com/kb/824422 - with no result. I don't use
IE that much, so I don't know when it stopped working. I ran
HijackThis and did not see any malware running. Any help towards
diagnosing this issue would be greatly appreciated.

I'm running WinXP SP2 on a P4 with 512 GB RAM.
