The Administrator rights so Powerful !!!

Why the administrator account (include others with administrator rights),
can login any mailbox? When I go to some user machine and login by my
account (Admin rights),
I can access that user mailbox. Also in OWA, when I logon by my account
first, when I change the last mailbox name in the URL, (for example:
http://mail.abc.com/exchange/ change to
http://mail.abc.com/exchange/david.bond ) I can see the David bond mailbox
..

How can I set the permission back to default setting? Thank you very much
!!!

I'd have tried following the install guide for Exchange and making my
Exchange administrator account different from my Windows domain
administrator account for a start.
