when I type netsh winsock reset, the reset command fails
with a netsh error 11003. What do you do when that
commands fails, do I attempt an Article ID : 817571 ? Or
re-install Windows. Does the hardware the spyware program
run on make any difference ?

Following the alternative method in KB article 817571 should work, if for
whatever reason the netsh winsock reset command isn't available.

However, I'd like to know what that error message results from--it isn't
something I've seen.

Reinstalling Windows should not be necessary for this minor issue of broken
Winsock LSP stack.

There are also third-party utilities you can try--winsockxpfix.

Here's the first googled source I found for this one. It isn't the best
source--i.e. it isn't closest to the author, but it does have an excellent
writeup:

That's terrific--I'm glad to hear it. I was a bit worried that the NETSH
error message might mean that something was wrong that would interfere with
the alternative methods as well.
