Text Services and Input Languages dialog unavailable in run time

I have configured my FP2007 based image to have support for two locales (US
and UK).
The US & UK keyboard layouts have been included along with the needed fonts
and locales.
The Regional and language defaults are all set to UK in target designer.

After image boot everything seems to work correctly. However the
administrator user must be able to change the input method using the
'Regional and Language options' control panel applet. When this is run,
pressing the 'Details' buttin on the 'Languages' tab causes a dialog to
appear stating that 'rundll32 has insufficient permissions or priveleges
....'.

I have used FileMon and Regmon to try to work out what is missing, but have
not found anything obvious. Can anyone tell me what I need to add to my
build so the user can change the 'Text Services And Input Languages'
settings?

The problem was that 'input.dll' would not run. Looking at the file
permissions it seems like the permissioins on one of the DLL's it needed
were not correct.
The solution was to remove the .NET framework component from the build. Its
self-install during first boot was changing a lot of file permissions, and
one of them (still not sure which) was stopping input.dll from running.
However if .NET is installed manually after first boot finishes the problem
does not occur.
