text captions under photos

I have designed Web pages of mostly text all in one huge cell, with one, two or three photos inserted to have the text wrap around the photos. But when I try to place a caption under a photo, I have failed to get it to stay located properly

Is there an image application (shareware or commercial product) that I could use to wed a text caption to the jpg so that when I insert the jpg within a text wrap on a web page, the text is included with the photo and always appears on the page under the photo

If the text caption could part of the jpg, I could avoid the problem of captions wandering away from their intended location immediately below the photo.

My pages use a color background tone, so I would hope that any such image software would allow me to specify that the background color would show through once I insert the image on the page, rather than having an incongruous white rectangle in the area around the caption
