Terminal server 2003 temporary license

I have a ts 2003 server with an activated license server. I've installed
client licences. At this point the license server is still giving out
temporary licences.
How do I configure the license server to roll out my installed permanent
licenses?

Did you install Per User or Per Device TS CALs on the LIcensing
Server?

If Per User TS CALs, is the Terminal Server (not the Licensing
Server!) set to use "Per User" licensing? The default is "Per
Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings - Licensing Mode
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:

Hi Vera,

Thanks for your answer. I had already switched the TS mode to per user (was
still set to per device) and the problem seems to be solved. If not, I will
post it here
