i don't know what it is and don't recognize the name.

I'd guess it is some software from the Norwegian software company,
Teknum Systems:

Perhaps you have one of their "Handybits" applications installed?

In any case, it is a third-party application; it is not a standard part
of Windows, or a Microsoft product.

Perhaps you didn't get what Jim was hinting at. He was hinting that you
could have found an answer to your question in less than 5 minutes by
using Google and searching for Teknum Systems.
