TCP/IP???

I am having problems on a friends pc where we cant open web pages or check
email, Using XP, BT Yahoo broadband, When we connect it says we are
connected but doesn't allow us to do anything, When the pc is booted we
get an error message, TCP/IP network transport not installed, Called BT
they said call Microsoft they said call Packard etc, any help most
appreciated, if you need more info then please do contact me.
