tcp/ip wont bind to modem but will to nic

In network locations the modem doesn't show, dial up networking is not avilable as well as any isp that tries to use it. Differant modems have been tried with the same result. Scanned for viruses, used third party soft ware to dial a number through the modem. Modem appears as haveing no problems in device manager.

You need to go into networking and add a new location and set that location
up as a "Dial Up" into an "isp", and in the process, you tell the setup to
use the "modem".
