Tasks sent to another Outlook 2003 user won't open for them.

I am able to send calendar appointments with no trouble. Any tasks I assign
to other users show up in their inbox but cannot be opened or accepted. I am
not using an Exchange server. Is there a setting I need to change?

I just read through other entries of folks experiencing the same problem I
