Taskbar

Running Win2kPro. I cannot access the Quick Launch toolbar through the Taskbar. Quick Launch and the other toolbars are greyed out also. Can access them when logged on as local user, local administrator, domain administrator but not as domain user. There is a GPO in place but I cannot see how this is affecting the Taskbar. Also there is no Lock / Unlock Taskbar option available.
