Taskbar problem (no right clicking)

I can't right click any program/window buttons on the taskbar (no
context menu will appear). When I do they just blink orange for a
while. Also when a window is behind another, left clicking its button
twice will not allow it to come to the front (tho it shows the
minimizing and maximizing animations).

I used Run > CONTROL USERPASSWORDS2 to change to auto-login. And right
around then I started having this problem, tho I do not know if it is
the cause. When I first noticed the problem I restarted and the problem
went away. But the next time I restarted I had the problem again and
restarting no longer fixes it.

Any help and ideas for a fix would be greatly appreciated.

Also I used this tool on line 164 left here
http://www.kellys-korner-xp.com/xp_tweaks.htm to restore its defaults.
Then I went into regedit and looked in
[HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]
and
[HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer]


for the NoTray entry, but none were found. in \Policies\system I have
shutdownwithoutlogon and undockwithoutlogon with a value of 1. I don't
know what those are so I don't know if they might be a cause. I think
it may have to do with some authorization, since I changed to
auto-login with CONTROL USERPASSWORDS2. Is that possible? When I
changed to autologin I selected my account, unchecked the "users must
enter a user name" and exited. Leaving a blank password (since I think
that is setting a new pass?). In the list of users there just my
account, administrator and ASPNET in the Users group, others being in
the Administrators group. Is all of this correct?

Well I figured out my problem, if someone happens to have the same
problem maybe this will help. In the Run > CONTROL USERPASSWORDS2. When
you leave that window it asks for the password and to confirm. Because
it asks for confirmation you would think thats resetting a new
password. But that seems to not be the case. I just had to enter the
password I set for it when I installed windows. Not the password I had
set for it in the Control Panel > Users window. For some odd reason.

My last message seems to be wrong. You cant enter a different password
in the CONTROL USERPASSWORDS2 then what you have for your account.
After turning off autologin I have no problems with the taskbar tho.

It seems I randomly get this problem, 1 out of 4 restarts it will
happen. Can anyone please give me some suggestions on fixing this..
