On a blank area of the taskbar Press/Hold Down the Left mouse button.
Drag the taskbar back down to the bottom of the screen and release the
mouse button.
You should see the taskbar snap to the bottom of the screen when your
pointer gets near to it.
If the taskbar doesn't move when dragged, Left click on a blank area of
the taskbar.
If selected/checked, click on "Lock the Taskbar to deselect/uncheck it.
Follow the steps above to move the taskbar back to the bottom of the
screen.
