taskbar is... not working

Ok, I have the taskbar at the bottom of the screen. But
recently, on my son's account, the taskbar isn't there. It
is just a gray bar. He put the language bar down there, so
it showed up, but the problem is whenever he minimizes a
window, the window dissapears. It doens't show the program
in the taskbar. He has to press Ctl+Alt+Delete to get to
the taskmanager to get the window back up.

I have seen this before on the boards, but no one has
answered. Please help. Yes, its the taskbar, not
quicklaunch or system tray.
