Taskbar fly-by description items are BEHIND Taskbar, not visible

Weird...

With the Taskbar across the bottom of the main XP screen, holding the mouse
over an icon brings up the fly-by text explaining what it is -- but it's
BEHIND the Taskbar! With multi-line descriptions there's a tiny bit of the
top of the text box visible peeking out over the top of the Taskbar from
behind it (and otherwise there's nothing visible at all). The problem is the
same for QuickLaunch items, icons for open programs, and SysTray items.

I have not noticed how long this has been going on for.

I'm using a P4 3.6 machine with 1GB RAM, a 128MB digital ATI card, and a
Logitech Laser MX1000 mouse with their newest SetPoint 2.31 software.

It's a known bug without any permanent resolution.

Right-click desktop and then click Properties.
Click the Appearance Tab and then the Effects button.
Clear the box for "Use the following transition effect for menus and
tooltips:
Click OK OK
