Taskbar Disappears + Items Backwards

Around the same time everyday my taskbar disappears for about 5 seconds
then reappears and all my taskbar items are switched backwards. Also
my Ctrl+M doesn't work anymore after this happens. Any ideas on why
this is happening?

I ran my Trendmicro scanner and it found nothing. I have yet to run a
spyware scan but the last time I ran it, it found nothing as well. Any
other ideas?

OK, so, you are not on a network...
What programs are running when this happens, both applications you have
startd as well as things that start themselves automatically?
