Task Manager Starts then Terminates

I am runing XP Home Edition and when I start the task
manager (ctrl-alt-del) it starts and then terminates. It
leaves a green square in the system tray. The green square
disappears with a mouse click.

I have run current virus scans and found nothing.

Any Ideas?
