Task Manager not appearing

[Mystified]

When I right-click in taskbar and choose Task Manager, it
does not come up. And when I do CTRL-ALT-DEL, the icon
goe to hourglass for a second, but not Task Mgr comes up.

Is it being intercepted by a virus? Or somehow the
settings have been turned to not allow Task Mgr to be
shown....?
