Task Manager has been disable by your administrator

I'm logon as administrator(the only one) but when i pressed
ctl+alt+delete error msg appear "Task Manager has been disable by your
administrator"!!?.. who's another administrator??.. Kindly help me to
enable or restore it..

i tried to used system restore, but before i realise this problem, i'm
installing Media player 10, i dont want to download it anymore if
system restore unistalled it.

pls help.
