Task issues in To-Do Bar

We use Outlook 2007 on an Exchange network.

We have come across a problem in which people cannot open their tasks/to-do
items by double-clicking on them in their To-Do Bar while in any modules.

They can double-click and open them when in the Task module, but still
cannot open them by double-clicking on them from their To-Do Bar.

Help! Thanks!
