1.Check that the taskbar is unlocked by Right clicking empty space and
clearing the option "Lock the taskbar"
2.Point your mouse to the vertical line that is in left side of bottom line.
3.Drag it to upperline
4.Now, you will be able to resize the taskbar to actual size.
