That's the problem. I'll try the fix.
Just curious why the settings would change though? I used the restore
to get away from it and after shutting down and starting again it
happened again.

This is hard to describe. In simple terms when trying to go between
programs clicking the buttons on the task bar they flash blue. A
second click seems to reduce a window and a third click then
enlarges it on top.
This seemed to happen after I installed macromedia flash. Prior to
that clicking a program button just opened that program on top.
