Task assignment in Outlook 2003

I am attempting to assign tasks to another 2003 user. The task is received
but only as an email with an attachment and the accept/decline buttons are
missing. The same task sent to other 2003 users is received correctly. I have
ensured that it is sent in Rich Text Format. Could the settings on the
receiving PC be wrong?

Could be. It they have chosen to receive all mail as plain text, this can
happen, I think (but I can't test it at the moment).
