system32\hal.dll missing on windows bootup

When I try and turn my computer on its boots up fine until windows attempts to boot. It then turns black for about 30 secs. before saying that the
<windows root>\system32\hal.dll is missing. I don't have a windows disc because windows was pre-installed, is there anything I can do?
