system tool disk defrager won't work - maybe conflicting with norton liverupdate utility?

I can not get windows xp systems tool - defrager to work. Get error message
" disk defrager could not start."
This occurs even when booting in safe mode.

I have Norton systmeworks 2004 on my computer and when using liveup Norton
downloads and installs everything but the antivirus application - all virus
definitions are downloaded and installed.

Is there a conflict between windows with Norton? How do I fix this?

Any comments are greatly appreciated.
