System state backup fails in ntbackup gives error please help

when backing up system state only in windows 2000 server I get this error.
warning: "RGBD5138" is corrupt file.This file cannot verify.
Also below is the ntbackup log file

portions of registry\RGBD5138 Cannot be read.The backup of data is
incomplete or corrupt. PLEASE HELP AS THIS ACTIVE DIRECTORY SYSTEM STATE
BACKUP FAILING?

I have just run the System State backup which backs up the registry
and com+ database. I am happy to say that I did not have any trouble.

Maybe you should have a look in the registry and search for RGBD5138
and see what that file does. The file does not exists on my computer
or in the registry so maybe the program that installed that will have
to be re-installed.

I have already searched in Registry and this file is not in registry.
However this file is having to extrnsion and is in winnt\system32\config
folder.
I cannot copy this file to another location as it gives me error "not valid
dos function"
if I ignore this file I can backup system state without any problems. I have
checked in another Domain controller and I could not find this file on that
server.
I just wanted to know what is this file and how it got created?
