System Restore

I recentley restored my computer, but I went to a restore point too far
back. Now I dont have a start menu or desktop icons. Windows XP still boots
up but that is all. I get messages that WININET.dll needs to be
re-installed. How can I get the start menu back so I can restore my computer
back to the point that I originally wanted? I can get to the safe mode with
command prompts but I dont know how to write the correct prompts or
destinations. I just had a new hard drive installed a few weeks ago so I dont
have any data I really need to save.

System Restore allows you to reverse the restoration, to get your
computer back to the way it was before you attempted to restore in the
first place. I believe you have to do this (the reversal) before a new
restore point is created.

Restore points contain a relatively small number of key system and user
files. When you restore an old restore point, your computer contains an
unstable mixture of old and new system and user files.

If you can't reverse your restoration you will have to reinstall Windows.

Try opening the Run box by pressing the Windows key+R or try starting
the Task manager and run the following command:

%systemroot%\system32\restore\rstrui.exe

If you cannot run the command try in Safe-Mode.

I tried the systemroot command in the safe mode and got a urlmon.dll not found. Is there a certain order to restore these file to get to the restore point?

When booted in Normal mode can you get to the Run box or can you start
the Task Manager and run commands? If yes try this:

sfc /scannow

PS. It doesn't run in Safe-Mode.

Log into Safe Mode by tapping F8 on Start Up and select safe Mode Option
from BootUp Options. In Safe Mode try to access the System Restore and
reverse the Last restore point you made and see if that will help.
Note: always will be helpful if you mentioned why you trying to restore we
may help without reversing or restoring your machine!

If that is the OEM install disk that came with the computer, the Product Key
will be attached to the side of the computer, It is 25 digits; 5 groups of 5.
