System Restore Will Not Complete

When I try to use System Restore to put right a problem I am having with my
Display whereby text under icons is tiny windows are mis-shapen and
descrption banners on windows are not in English but in ticks question marks
squares etc etc I get the message that System Restore was unable to restore
to the date given. I have tried many dates but with the same result. I have
done this using Safe Mode but System Restore will not complete the task.
Anybody any ideas - please.
