System restore tab missing, service won't start

I disabled system restore a while ago, now I want to re-enable it but the "System restore" tab in the system properties has disappeared. I've verified that system restore is fully installed, the system restore service is set to run automatically (but it doesn't), and my Windows XP Pro is completely up-to-date with SP1a and all critical updates.

If I try to manually start the SR service from computer management, I get an "Error 5: Access is denied", and if I try to run the SR program from the start menu, I am told that "System restore is unable to protect your computer. Please restart your computer, and then run system restor again." - rebooting doesn't help.

I've tried reinstalling SR through the sr.inf file and through Add/Remove Windows components, but to no avail. For some reason SR just won't start.

Hi,

Start/run gpedit.msc, expand Computer Configuration/Administrative
Templates/System/System Restore, here you will find the policy that is
preventing it from running, you need to disable it.
