System Restore Main Window Crashed.

XP Pro, SP2.
The "Welcome to System Restore" window will not appear. Error message instead.
After clicking the OK button, it goes directly to the "System Restore
Settings" link and everything inside that window is grayed-out (disabled).

How do I restore "System Restore"?

I have weeded out the nasty virus that played havoc to the hard drive and
everything is almost back to normal (except for a fault address for
Explorer.exe).

The error message is in Chinese. I forgot to mention it is a Chinese version
of XP.
I tried to bring up again, but nothing happens.
