System Restore failure

I have Vista Home Premium (upgrade version from XP home sp2) installed on my
new hpPavilion. I have inadvertantly deleted my Recycle Bin, now when I
tried to use System Restore to get it back I get an error message that it
has failed but no reason for the failure. It suggests that I try using
another restore point, but when I do that (three times, now) I still get the
same failure message. Any help would be appreciated.

This happened to me and I foudn after trying many solutions that I had to
open my Norton and uncheck the protect my product in the Internet security
and then system resore works perfectly. Once restored, I then rechecked the
box beside protect my symantec product.

If you do not have Norton then it might be that the restore points have
become corrupted, if this is the case then you have to delete them all and
start again.

Finally, there is a way of getting the Recycle icon back without restore,
but I am unsure as to how

Right click on desktop, select Personalize, click "Change Desktop Icons",
checkmark "Recycle Bin", click Apply....
