System Restore Doesn't Work

I tried to use "System Restore" and it comes back with a message "Unable to
restore - no changes made"
I vaguely think I read some where thet Norton anti-virus could cause this.
If not what could be the problem?
(I am afraid that I'll really need it sometime and then really be in
trouble)

Yes, NAV will cause System Restore to fail.

"Restoration Incomplete. Your computer cannot be restored . . . "

up top on the norton anti virus screen click on norton internet security,
click on settings, click on auto protect,click on configure,click on
miscellaneous. go to how to how to protect my product and uncheck-turn on
protection for my symatec protect and system restore will work again. after
you restore your computer to an earlier point you must run live updates again
because you just erased any updates that were put in after that restore point
