system recovery error message

Whenever I try to run my system recovery, I receive the following error
message:
"P: c0000218 {Registry file failure} registry cannot load the hive (file):
stemroot\system32\config\security its log or alternate. is corrupt, absent or
not writable"
What does this mean and how can it be fixed.
