System hangs while "Applying your personal settings...."

A standalone Windows 2000 server in a W2k domain appears
to hang at "Applying your personal settings..." when user
logs on. However, same user can access server via
Terminal Services or connect from a remote SQL Server
admin console. SP4 has been applied. Need to reboot
machine to be able to complete logon locally. Anyone know
how to resolve this without rebooting?

Actually, logon was successful after about 1 hour of
waiting for "Applying your personal settings..." to
complete. But why does it take so long?

If this is a standalone server, you may want to enable USERENV logging. If
this machine is in fact a member of the domain, verify that the domain's DNS
is the preferred setting on the interface which is at the top of the binding
order.
